HELP, empty peacekeeper base?? (& SPOILER: Let's waltz)

Hi! after doing the let's waltz mission and entering the central loop, i've noticed that the peacekeeper base in old villedor is empty (no vendors, people at all, complete empty)
I choose peacekeeper for every faction, so i dont understand why its all empty

windmill got blown up, it provided power to their base. zombies came in and overwhelmed them

oh ♥♥♥♥, and the survivor base is also empty with open doors? so both factions died?

yes, survivors got attacked by PK's cause they blew up their windmill
