Not finding Any weapons or gear above a 6.
I am a Lv 8 and i am not finding ANY weapons or gear out in the world that is above Lv 6. I had been finding a few pieces around before the last update but nothing now. Also i am no longer finding any legendary (yellow) weapons or gear any traders.

Yeah It's stupid. There is about 12 airdrops 5 inhibitor chests in the dam area underwater that will drop 7, 8 and 9 gear.

So far only Sunken Airdrops give gears above 6

I was finding some well before the dam but now nothing. And legendary gear in the shops is now basically nonexistent. There has been a noticeable change to me.

once you finish the game the random events give you loot to what ever level you are plus vendors but vendors wont have a high chance for artefacts or purple gear. I'm level 9 and have been farming night time encounters (orange/yellow icons), if your not doing this I suggest doing so, otherwise max yourself out before you worry about endgame loot

Other than the sunken city there isn't any until after the story when no one cares anymore..

Beat the story then gear and enemies scale to your level. In addition to the air drops you'll also come across random encounters that give you high lvl gear as well

This is Techland misjudging people desire to progress campaign/story rather than roam around exploring and farming stuff. You can absolutely see that developers for some reason expected you to smash through story and only once you are in end-game, ie. post-story, you will be be getting new type of events that will give you level appropriate gear. Flooded area is great example of this thinking as it contains gear that is fixed to level 7 to 9 ranges (9 being max) without any link to your current level. This means you can get max level weapons and gear moment you enter down-town area and know where to go.

Another problem with this approach is that quest rewards are nearly always obsolete. Weapon damage is defined by its level and some random generation but lvl5 weapon will be nearly always better than lvl4 one. The moment you can get higher level weapons from open world, quest rewards are pointless.

This is honestly very strange decision by Techland as nothing similar was implemented to DL1. This is new idea developed for sequel and as few other new ideas it did not exactly panned out as they expected.

Leg gear in vendor shops give level 6 but purps and blues are 9 for me

Sunken city. Once you open the containers, you can keep going back and the contents renew with new items every so often like other chests in the game. I have gone back several times and gotten lots of higher level gear from there.
