Report a translation problem
Another problem with this approach is that quest rewards are nearly always obsolete. Weapon damage is defined by its level and some random generation but lvl5 weapon will be nearly always better than lvl4 one. The moment you can get higher level weapons from open world, quest rewards are pointless.
This is honestly very strange decision by Techland as nothing similar was implemented to DL1. This is new idea developed for sequel and as few other new ideas it did not exactly panned out as they expected.
Vendors stop selling artifact gear the moment you get past level 6. You will see blue and some purple gear there but that is it.
