Kill or not kill: Waiting for what? BUG ???

Has anybody an idea for what I have to wait here or is it just a buggy quest ???

Look around the area for enemies, any stray zombie or person will cause this to happen endlessly.

Did it, no zombies or human around. Tried day and nighttime, always:
PLEASE WAIT - wtf

Try co-op see if the other player can open it for you ?

Also not the solution, tried with a friend, He got the same: PLEASE WAIT

This is the last open sidequest I have, except of some parkur challenges :-(
Think I play the epilog now

Dying Light 2 To Kill or Not to Kill side quest is available only if you have completed the main quest, A Place To Call Home, and have not yet activated the Metro: Newalls Crossing. Probably you have activated the Metro: Newalls Crossing right?
