Unlike Dying Light, Dying Light 2 has no PvP unlike the First that did so Dying Light most likely doesn't have VAC yet... and the Dying Light Vac was optional.
I deleted my other comment and this is what I meant for anyone that saw the first.
I would imagine yes if your hosting as its your game so they don't need the mod but I could be wrong as while I have modded games for years I'm no expert.
One thing I would say to anyone modding back up your save game file as mods can corrupt save games, its very rare and I never had it happen but its better to be safe than sorry.
I do some modding and a little scripting. As long as you have the files and you host the other players should see the zombie spawns increase.
