rank up level - zombies too low

6 levels = 1 rank
i just ranked to 8 and zombies are still only 1 .. sometimes 2

playing on hard ..

when do they level up to make it more challenging?

Are you really rank 8 in Villador? Have you even started the main quest?

gotta wait till ng+ or just use a mod that scales enemies to your level

i think the enemy lvl system sometimes doesn't work properly, play on normal difficulty and i do a lot of side quests before main quest, the enemy lvl always up with my lvl

Did you finish the main story? They won't scale until then.

you start the main quest by starting the game .. weird question :)
so far i just left the tunnel and just running from the girl with crossbow ..

to be honest, combat exp was kinda easy, right at the beginning still in tutorial i found 3 howlers and and no zombie was attacking me and just by standing there, free exp .. 5 minutes, 100k exp
also found a exp glitch with jumping on cars, 3k xp in 2 minutes

nevertheless, a friend who did not used that, is rank 2 and same progress as me, has enemies level 4 ..
when he joins me .. i still have enemies lvl 1, he sees enemies lvl 4
we are looking at the same zombie, but each of us see different level ..

enemies drop lvl 8 items for me even when they are lvl 1, so i one shot everything

its kinda good that i am not some cripple who cant jump, run cuz its skill locked, but this is kinda lame .. i wasnt expecting that enemies wont level up ever ..

Free roam zombies only scale to your level if you finish the game.Pre game, enemies only scale to the level the area you're in, and regardless if you finished the game or not, gre labs and stuff will be only around level 6,5,4, and 2.Quests only lock to the level shown.

Finish the story missions then everything scales to your level after that
