But yeah as others have said, the show the PKs to be tyrants and facists, but the leaders of the survivors aren't that much better. Save for Frank. But to me the city will need something like the PK's army to survive the coming storms. Just a random bunch of survivors with no real chain of command, plans, or backup plans can't really survive the onslaught of the outlands.
I think its something that they meant to expand upon but never did. Like the way some things play out, its almost as if there was meant to be a way to change who controlled the factions. Like Jack could have been replaced by Meyer or Aitor. Similar to the situation where you can decide if Juan or Frank lead the survivors side . Sadly though the only way to remove Jack from leading the peacekeepers is to side with Frank at the VNC tower and keep him alive through all the story choices + ambush. As doing this will show the Peacekeepers that Jack has gone mad with power
Survivors are trying to hang you at the start, there are some absolutely unlikeable characters among them, literally bandits and those who are ready to stab you in the back. However, the game is clumsily trying to steer the player to their side as the "right" rebellious choice. Factions were supposed to be gray and the characters don't have enough depth to care about them.
