How do you pull yourself with the upgraded grapple hook?

I have mine maxed but I can't seem to pull myself toward what I lock onto. I was watching a couple videos and I see players sticking it into things and pulling themselves toward it at an insane speed. Am I missing something? Am on mouse and keyboard

You need to upgrade it at the craftmaster to at least level two I believe, then once it's upgraded just double tap the grapple button.
