Assigning Houndfield?
When can I assign Houndfield to a faction? I'm at the point in the story where you're supposed to move on to the next "area" of the city, but I don't want to do that til I'm done with old Villedor. I can't assign Houndfield to a faction though, says the electrical station is locked, how come?

Thats because electrical stations are locked until you finish the story quest related to them.

It's the first quest after you reach the second part of the city, if i remember correctly
