As a french I'm very sure it happen in France there are many French references and the accent is here as well (I play in English).

Also some word like "gadjo" is definitely a french street word to designate a male, like you would say "dude".

And on a certain moment they say it will be a new paris referring to the current city they are taking over.

i beleive its set in france theres a few references to it and it kinda makes sense with the surrounding landscape
