Death Loop on "Let's Waltz" Quest - Save game broken and unable to play

I cant play anymore.

Right when I load into the game I get "outside the mission area" and a 3 sec timer and then just die.

After respawn same thing.

So it looks like my save game is broken.

Are there any other workarounds than the one I found at the support page with online->favs / friends which does not work?

Has anyone FIXED a death lopp bug on his save game?

I would try downloading a dev menu mod and using that to fix it?

A dev menu mod? What is that and how will it help?
