Wharf Water Tower craftmaster

I unlocked the Wharf Water Tower wanting to unlock it for the store and craftmaster but it only has two craftmasters. If I am far enough away one of their icons becomes a store but when I approach they change back to a craftmaster, little annoying..

I have the same problem with this water tower and the other tower south of it.

The vendor shows the sack icon as close as 26m, but any closer and they instantly becomes a craftmaster.

If I back away to 26m again the sack icon reappears. This is a repeatable bug.

Seems all My water towers have two craft masters, and one does not do anything.

Its been ages since they released a patch, and this bug and the Howler that does nothing are annoying.
