2. if you side with colonel, the water won't be drained but you can collect stuff underwater
technically, nothing is blocked for you either way, but the place does look cooler with the water drained
btw i meant the opposite, not siding with colonel == water drained, siding with colonel == water not drained
i think you also have to pick peacekeepers for it, as i don't think you can get that outcome with survivors
Would be another case if the developer decided to use that area for more quests, activities and so on but it's literally just there for one endgame quest and literally not playable after unlocking it because the exploding drowners will swarm you like flies which means a peaceful investigation is also not really possible. Even on normal mode one explosion destroys 50% hp and they run at you like black volatiles. ;)
unless they make it so it's open for everyone
as i said, it would lockout people if they put actual content there
