Jack and Joe Explosives bugged?

Hello folks, I've been trying to do this story mission on the water tower for 2 hours. I've checked every tutorial and I can't figure out what I'm doing wrong.

Every time I get near the top of the tower, they say "Hey, someone's coming" then I fail the quest.

It usually fails right when I jump on the final cage to swing to the top, but by the time the idiot pulls himself onto the ledge, I get the quest failed.

I swear I've tried this 40 times and I can't get it to work.

How many are there? I picked up every one the quest told me to grab on the way up. The quest updates to climb to the top of the tower, so I assume I've got them all.

Yes, I tried for the first time yesterday, assumed it would be fixed after the patch today and no luck
