You don't need to make rounds when you have blackpowder as any firearm you make such as using a simple pipe type makeshift gun would be muzzle loaded - you can literally use anything like scraps of metal.

There's a lot more to it than you think and properly priming ammo with proper measures to not destroy the gun barrel or blowup in your face it's a whole process that takes a load of time to do plus the guns that people could make would take a lot of supply and time to make and it simply wouldn't be worth the time and effort when you have bows and crossbows.
Yes, reloading ammo is pretty simple as long as you have the components , the most difficult one being primers but brass, powder and bullets are pretty easy to get.
