Were these the same actual people(devs) who made Dying Light 1?

I know the dev team has the same name, but are these the devs that made Dying Light 2 the same exact people that made the first game?
I am just wondering because it sure seems like they hired some of the people that were in the dev team of Cyberpunk 2077. It just feels like the devs were very ambitious in making the game, but the overall quality just seems poorly done.

Don't know but they definitely stepped back a bunch from the reveal in 2019...
