Story Mission - "The Only Way Out" Please Wait Bug

Don't know if anyone else has run into this issue but I'm hoping someone has found a workaround to it.

Every time I go to talk to Hubert there's a "Please wait" icon over him as he sits there staring through his binoculars.

I activated the windmill first before meeting him, and I reckon that might be the main cause to the issue but if anyone has found something that's worked for them I'd appreciate it as I quite honestly don't want to restart the entire game again only for there to be the chance of the same thing happening again.

Things I've done so far

Called for help - other players joining the session didn't fix it
Waited until night and morning- no difference
Exited the game and opened it up again - nothing.

One part of me doesn't want to believe the main story is not playable for me because I did optional open world content that the devs threw into the game.

Same issue... And I was playing coop with a friend so I put a lot of time into developing this character and now I might have to say goodbye to hours of play for an early mission bug. Makes me want to drop it.

habe eine Lösung gefunden , einfach die Hauptstory spielen ohne Nebenquests zu machen außer die "triff die Läute am Basar, Windmühle nicht aktivieren, und wenn man zur Mühle geht, erst
mit dem Typen reden.
