If you mean the game feels sluggish, that's because the game appears to have high input latency no matter what you do.
If you mean the game is stuttering, as others have said, try DX11, or just wait. Current theory is the stutters might be shaders compiling on the fly, so once they're compiled you shouldn't get that particular stutter anymore until you update your drivers or change hardware.
The mod author confirms removing these post process effects has no performance impact. It's simply visual.
Maybe if you are on wins 10, try disabling xbox game bar and wins 10 fullscreen optimization. I dont know if this will work but give it a try if you are on wins 10. :D
