Bugged mission done in "wrong order"

Me and my friend were doing the mission "Foster Family" and we went up and activated the water tower instead of going down to talk to the kid.
We got the second part "clear out infected" which cannot be completed since we alloted the water tower to a faction.
Is there any way to fix this or is it now, well, ♥♥♥♥♥♥ until a new playthrough?

"Foster Family" - the task is also broken for me :/ I unlocked the water tower before starting the quest and now there is no boy in it.

Boy is under the tower.. go inside and down the hole. The yellow diamond is in the wrong place.

I forgot to update this, but I was able to go back down and talk to the boy when I came back at a later stage when I was playing and I was able to complete it

I can confirm that the boy is inside the tower. I gave the building to a faction before starting the quest.
