Try everyting of low, DX12 and FSR balanced in FullHD.

its best to try it out yourself. every computer is different.

DX12 with ASynchronous compute is smoother, DX11 seems to have higher frame times(Which is bad and makes everything feel slow or delayed). I read DX12 has a memory leak though.

I'm playing on dx11 and despite fps40-50 i think it's playable. I have gtx1060 but not mobile. try lowering res and turn antialiasing, maybe gamplay will be OK

so i went through my settings and realized that it was set to windowed borderless and async off which i didn't have it set to originally. i switched back to fullscreen and async on and the crazy stutters went away. i will try dx12 for potential performance gains. thanks for all the replies.

so after some testing im still getting crazy stutters soon as i start a game but i noticed its not as bad on dx12 and the stutters slowly disappear as i traverse the map.

I tried again after patch 1.3 today and DX 11 seems to be stable now. DX 12 takes way too much memory though. I run 1440p, 16 gb of ram at 3000 mhz, i7 8700k, and an RTX 2070.
