I thought he'd just be missing lore-wise, but he's just missing from the game entirely.
Anyone knows how to fix this? The NPC isn't where he should be.

Theres a small hole with a pipe as mentioned above which leads to his home if you can call it such.

The problem was the server. He just wasn't there. In order to fix it, I had to switch to singleplayer.
