If money is tight I'd say wait until it's relased and read up on reviews and see what you think. Just basing it off a little game play probably isn't going to show how good or bad the whole game will be.
Though I must say I don't understand the 3% thing. That's borderline insulting. But you can get LIS2 for $35 at Humble Bundle and Greenman gaming right now.

No one can judge that for you but if you liked Life is Strange, Before the Storm and The Awesome Adventures of Captain Spirit then chances are you are going to like Life is Strange 2 too.
There will probably be a sale for it approximately one year after release (I assume) if you can wait that long. If not, there are other ways to get it. Maybe Humble and Green Man Gaming.
So I guess in the end the question is less whether it is worth it but how much and how soon you want it. In any case it will be a production of high quality and I doubt there will be much to regret about getting it.
I presume you haven't heard that Telltale Games the makers of the Walking Dead has gone bankrupt ? There was supposed to be 4 episodes but it looks like episode 2 will be the last one instead of the 4 episodes promised.because it's already finished. TellTale have fired hundreds of staff and they only have 25 left to tidy things up before they close completely. The chances of The Walking Dead getting episodes 3 and 4 are zero !!
By the time all these episodes are out sometime in 2019 the game will more than likely have a 25~33% discount, so it's really a win-win.
Also.. yeah in less than ideal gaming news and a blow to the industry look what happened with Telltale and the Walking Dead today. It's not something you'd expect and certainly came out of left field, but all the same it's another reason to avoid pre-purchasing episodic games ahead of time IMO.

But seriously: like you many people won't buy an uncompleted game - but that is just one more reason to adjust the price tag in a way which allows the company to get back the budget when a majority buys the game a year later at a reduced price. It is not just the 40$ now, it is the whole tail which gets adjusted that way. They don't lose a single sell when all people who wait for the final episode to drop before buying would not buy it at full price anyway. They would however lose a great deal of money if the price when those people buy it (likely 75% or 66%) would be 33% less right from the start.
40$ is too much for me, but I wait anyway. I will be very tempted at 25-29$ in a year, 20$ would be an immediate choice. So would the game be at 15$ by then, they would lose 5$+x without the slightest advantage.
In this kind of games, usually we get a reduced price as time passes since the release date. The problem is that it's almost impossible to avoid being spoiled if you decide to wait a couple of years to buy it at 5 USD for example.
