Obligations in the game
Hi, so I just started Vic 3 and the Vic series as a whole. I’m doing the tutorial as Belgium and stuck at Gaining Obligation.
How do I do that? Lol I’ve being trying to take debt of Netherlands but they keep refusing me.
Is Obligation even important in the tutorial? Can I still advance through the tutorial without finishing that objective?
Since the tutorial might be long lol

I think you can get an obligation by financing a country for a while and you can promise them in diplomatic plays.

Yes, you can gain them by bankrolling another nation. You can probably be offered them to side in another nations diplomatic play.

I’ve being bankrolling Luxemborg reached cap by 80. Then what do I do to get obligation?
Being trying to take on debt for Netherlands, improved relations and bankrolling already and still not able to take on debt to get obligation

I was able to gain an obligation on another nation by bankrolling for a sufficient time (not sure of actual length of time). I think that's what the other poster's are referring to.

If the tutorial mission doesn't progress initially, try restarting the game.

Hmmm, let me try to bankrolling Lux again and then quit and restart the game again. I only tried to un-bankrolling and bankrolling again but nothing showed up for obligation.

Also, what country did you bankrolling?

Update: just logged into the game to do bank rolling Lux before going to bed. Load the save and some how Netherlands owe me Belgium Obligation.
I have absolutely no idea how that happens. Was trying the entire afternoon to buy off debt to get Obligation and they refuses

Just leave bankroll going until you get one, it's a very low chance to get one but it happens eventually.

Netherlands leads the personal union with Luxemburg at game start so I think that's why they owe you an obligation for bankrolling Lux.

Just leave bankroll going until you get one, it's a very low chance to get one but it happens eventually.
Think someone may have already asked but is it possible to know which country have a higher chance of giving obligation from bankrolling? The feature of bankrolling is confusing lol

I believe it’s RNG. A chance each month. If your goal is to get any obligation, try bankrolling much smaller nations at the same time and eventually you’ll get lucky.

Your options are to bankroll another country and hope you roll the random chance for an obligation, take on debt from anther country (which the AI seems to have a low chance of accepting even if you have good relations) or hoping that an AI country offers you an obligation in exchange for support in a diplomatic play or some other diplomatic deal (also very uncommon).
IMO the tutorial is just poorly designed since it asks you to do a whole bunch of things that can take an unpredictable amount of time before it advances.

Yea, now that you mention it. It certainly have that vibe. I’m now stuck with colony a state but when I clicked the option, no location for me to colonise appear for me. I feel like I’m stuck lol
