maybe theres a bug but usually when someone is detecting you it enters combat
The shot does cause more reaction then of course making it look like that started combat
I can say however that either way it is frustrating to feel like my stealth and sneaking is being interfered with by what is an integral part of the kit I can't turn off.
Right now it's more of nuisanse rather than actual help, especially late game with moderate terror level him pulling enemies you tried not to aggro at the moment.
P.S realized that's a necro thread.
P.S.S drone starts to shoot before an enemy goes full alert( searching mode), meaning you could've avoided fight to sneak or line better shot.
Yeah that's how I feel as well, especially given that my playstyle often revolves around keeping enemies searching for me and sneaking around. Having the drone start a fight that I wasn't ready to engage is painful at times.
One thing that can help is keeping yourself snug up against a wall to block it's line of sight but that's a bandage fix.
Actually given they are all robots perhaps your drone marks the target by hacking the system and simultaneously places a bounty on it's head while applying a virus to it that debuffs it, thus explaining both the debuff and the reward for killing the target.
(Though I have not played the latest version yet and I am assuming the drone still functions as it did in Legion Rising.)
