Can I get Empyrean Echo shards from my NON seasonal character?

Or do I actually need to choose and play the Empyrean echoes season to get those items?

Im asking because if im not mistaken, even some perks from pasts seasons can be obtained in a NON seasonal character?

I would guess anything 'named' or related to a season must be acquired WITHIN said season- with the exception of 'special events' (re: Bionic implant ancient relics with 7 attributes). I am not aware of any such 'season' acquired perks that can be 'passed on'- the only exception to date of season specific items that can 'pass' between a 'season' and non-season character (since the game in its current state essentially NEVER ends a given season), is by storing or mailing such items between characters. The only items I have to date in my inventory that DID successfully transfer over were malediction shards and a signum of flame and signum ot toxicity? It's possible many more related such items CAN be transferred, I simply haven't tried to do so...
Would you care to elaborate about these perks?
