Report a translation problem
If I had to guess, the armor and heavily armor hazards just add a set amount of damage reduction which can exceed 100% instead of heavily armored being an upgrade to armored. The same thing happens if you get 2x heavily armored hazards. So basically, it's not a bug. It's just hazards stacking up to being ridiculous.
So to put it more simply:
Hazards: Heavily Armoured
Enemy example: Horde(no base armour)
Damage dealt: Yes
Resulting armour: Unarmoured + Heavily Armoured = Heavily Armoured
Hazards: Heavily Armoured
Enemy example: Armoured champion
Damage dealt: Yes
Resulting armour: Armoured + Heavily Armoured = Heavily Armoured
Hazards: Heavily Armoured + Armoured
Enemy example: Horde(no base armour)
Damage dealt: No(0)
Resulting armour: Armoured + Heavily Armoured(armoured + heavily armoured same as above) = ???
So to sum it up:
In one instance (existing)Armoured + (hazard)Heavily Armoured = Still easily killable(using champion as example)
In the other (hazard)Armoured + (hazard)Heavily Armoured = Do literally 0 damage(using any enemy as an example - even horde enemies)

This seems like poor game design to me.
Yea, I abandon them, I learned the same as the OP that heavily armored + armored = waste of time. I also abandon heavily armored for the same reason.
Another fun bug is alt tabbing during a load screen having a 50% chance that your character will lose all motor function shortly after you load into the level.
I'd understand this being a problem maybe 20 years ago but now it's just embarrassing, it's so consistent and easy to replicate I cannot believe it hasn't been fixed.
I usually carry an armour breaking/piercing weapon in my secondary weapon set or an armour of aversion (Chance for an attack to become Armour Piercing equal to deflect/dodge value) in my inventory to deal with those.
But since last patch you can deselect tarot cards from the second tab. So at least the combination is no problem when you see it. By the way, a big map on a higher level and a time limit of 5 min wasn't nice either.
