How do you get other seals than empyrean?

The only seal that drops using the tarot card are Empyrean. How do you get the others?

Redeeming the empyrean seals from your inventory turns them randomly into any of the seals you can apply, except three.
You need to unlock the ordos via the prophecy campaign to unlock the other three seal types.

I have unlocked them all to max. I just get much less of those seals overall.
