Uther's Tarot Cards not leveling up

I've been picking up dozens of the Uther Tarot Cards in missions, and yet none of my cards are any closer to levelling up - no extra skulls or anything. Has anyone else been having this problem?

you have to use them, click on the chest with a diamond in you inventory and scroll down.

if you dont want to waste time, ONLY level the venom card till its 5.
so you only get progress there, then you get loads of cards and level the rest quicker.

Can you pick which one gets upgraded? When I click the use it seems to apply to a random card.

if all are full (which is very quick) you only have 1 card left to upgrade.
thats why you dont level any other cards or the upgrades would go to that random card.

Once you have 10 of all of them, just select one to upgrade. That way all cards you use will go to that one. Rinse and repeat.
