Tech-Priest Data-Flux confusion

Rolling around with Tech-Priest, and I am a bit confused about how Data-Flux works exactly. I know the tank-type summons reserve data-flux, and that's all well and good, sure, but it seems like every other summon except for the little stabbing spider ones halt all my data-flux regeneration until they are dead?

Is that intentional? That's a bit unpleasant, you're not really told anywhere that it's gonna halt the generation of data-flux like that.

I've never seen them halt data flux regeneration before.

Yeah, well that's what i'm running into. The Psiloi Combustor is a good example of what i'm talking about. I just want to be sure this is a bug first.

The generation from Data Mining works, but still this is rough, since the upgrade really doesn't put out enough data flux to replace the passive generation you're supposed to have at a fixed rate. I'm gonna have to just do absolute focus on the Vivisectors instead it seems. Not having passive dataflux gen absolutely hobbles my Tech-Priest.

EDIT: I went with all vivisectors and it's still happening? What? What's going on here? Is it some sort of cutoff relating to just having too many constructs summoned at once? I wish something was being explained here!

EDIT 2: Upon closer examination it seems like each maintained summon does have a drain on passive Data-Flux regen, which IS NOT MENTIONED AT ALL ANYWHERE.
