If we remove the limitation than this chapter should be removed as well.
Moreover, Prophecy is not just an expansion but a stand-alone game too. So everything would crumble as Prophecy-only owners would not have the first chapter.
But would it just be possible, not for the sake of story consistency but just allowing people to play together, to allow tech-priest to simply join and play with other classes through the Martyr campaign? Not even saving campaign progress through the tech priest but simply allow play and rewards such as items and EXP.
By doing this, I don't understand why any tech-priest chapters would be removed. Do the Martyr campaign missions give special rewards and items to the player that will conflict with the Prophecy rewards? Or is it an issue with cutscenes and hearing the character talk and interact with the NPCs. If this is the case, is it possible to blacklist the tech-priest and just watch any valid classes (since it would take a valid class for the tech-priest to join these missions anyways)?
Sorry for the million questions. I really want to play tech-priest, but it really isn't practical for a pure coop player. :(

I don't understand why the tech-priest cannot simply join the campaign mission like any other mission, ignoring story coherency.
Issue I see with this is the lack of Dialog for it. Even if you remove the Dialog and just have Text they would still have to change parts of it. They would also need to Balance and Bug check everything to make sure it works right. It might not seem like it, but this would require a lot of Man Hours, and thus Cost, just to do this. Its just not Financially Smart of them to do this.

I said this earlier. Additionally, a lot of the content that exists in the campaigns exists in other missions. No real new mechanics are added, iirc. Shouldn't be huge balance issues if everything properly scales to level like generic missions.
As I said they would still need to test it in order to make sure it works. Changing any Code can cause lots of unknown errors and bugs that would need to be pinned down. I used to be a Beta Tester when I was younger and I can tell you none of this is as easy as you think it is.
I would rather they keep their time a budget tight so the game can stay running for as long as possible. Spending time and money on something like this could lead to it closing down sooner since they would have no real way to make that money back. Now if they were swimming in cash and do so that would be great, but odds are that is not the case.
If someone who only owns Prophecy could join somone else for the Martyr campaign they would see content they did not pay for ;p

Yes and I was having a Conversation with you, but clearly since you dont like what I have had to say you decided to attack me instead. I am blunt and dont sugar coat things, deal or just ignore me. I dont have to treat you like a Child, even if you clearly act like one.
Again you got your answer and just did like it. You then said you didnt understand why they could not just do what you wanted, so I then gave you a very valid reason, but you didnt like it. Sorry you dont like hearing that, but I honestly dont care about your feelings and refuse to put on Kids Gloves because your feefees got hurt.
You're also wrong. If you were actually in the creative process of game dev you'd know these questions I'm asking are commonly asked internally themselves. I'm just trying to get a peak into the specific reasoning for such design decisions, whether design limited or tech limited. The initial answer was vague and only mentioned story coherency, thus I asked a few more questions as I thought I could have a friendly conversation with the dev, rather than interact with some uninformed assertions treated as fact from some random internet guy.

This isn't how you talk to people. You don't imply someone's intentions forcefully like that like you understand them more than themselves. That's being an ass. And we were having a fine conversation before that.
Seriously, if you're going to hide behind "I'm just blunt and the problem is you" when you make social blunders, you're going to have a harder time working in teams.
