What are the rules to unlocking 'Ultimate Penance'

Extremely frustrating...I have reached level 100, activated and completed an 'Intel Mission' wearing nothing but mastercrafted gear. Even my secondary weapon and Signums and all my constructions have mastercrafted gear. But still showing 'Ultimate Penance' as uncompleted.
What am I supposed to do???

Blue stuff and an intel mission level 102 or 103 (I forgot which). And don't forget: psalms allowed!

Thanks guys, I never play Intel Missions. Usually sell them. Guess I was playing lvl 102.
Level 103 is needed to complete it.

Not to necro this, but don't sell them unless broke. They provide Ordos influence. Quick way to grind it rather than wait every week for the Ordos missions to reset.

Last time it wasn't. Don't forget ALL gear has to be blue - both weapon sets.
