Empyrean Seals?

I know it's been asked before but I can't seem to find any clarity on this issue. I am getting quite a few of these. Is there an advantage to using them over tarot cards? Using cards I have some control over what advantage I'm trying to add. With the seals it seems the results are random. Why would I choose seals over tarot cards?

Seals can be used to slightly control what kind of loot drops. The overall increase in "loot-quality" is usually below that of tarots, but if you are farming for a certain item types it can be of some use to mix in a seal(e.g. morality-item-farming on supreme-missions).
