Best mission is the hunt mission as they always have 3 elites, so higher chance to get them
If you manage to get to a higher level some of the warzone and void crusades are good spawns for them as well
I used the Execution Tarot Card to try and get the +2 Villain extra spawns. It helped it go by very fast.
Be forewarned that one of those, the one that makes two copies of himself only count as one even if they all have skull designation. Which also means if he doesn't but his copies do it doesn't count.

EDIT: I am asking coz so far my implant has 0 bonuses so having it on all the time feels like waste of slot. I would rather equip it before the fight if Im certain the enemy is going to give me progress.
Sometimes the mini-map would list it as one from way out and other times it seemed I had to get right up on top of it. Not sure if that is more of an internet connection issue than mechanic.
I'll try and keep an eye out more since I choose to keep the Implant after unlocking it completely, not bad actually for the build I am going with.

Neocore should either add these enemies as permanent enemies to the game or they need a higher spawn rate / longer event. But that's only my personal whining...

Before flaming starts, I'm lvl 85 with psalm enhanced grenade laucher, so I do missions in under 5 min...
The spawn rate would be less of an issue too if the event weren't so lazy. Seriously. Doing level 70 missions to crank through them as fast as possible to maybe see a thing you've slain 4.2 billion times since the game's release is incredibly unfun. I could instead be at least semi-challenging myself with higher level missions, but logistically the way it's designed, that makes no sense and bottomfeeding is the only answer. All to just see the same mob with a different name.
I guess? I appreciate the logic of what CAN BE a Skull Procurator as a 40k fan. Generally no Chaos unit with psychic powers or a daemon of Nurgle. But that's really limited the potential spawn pool to the point it's frustrating. It's demoralizing to run 5 mindless missions you don't care about back to back and not make any progress.
I'm not saying it's more of an original idea, but if you'd at least made all villains Skull Procurators, the spawn rate would be better. As it is, I'm nearly in a trance burning through completely trivial missions just to get it over with. And I'm only 1/3rd of the way there.
I'm at 14/100 after 20-30 chaos faction mission. At this rate I would have to grind just this event about 5-6 hours for a week at least.
Neocore please, boost the spawn rate or halve the required skull to 50!
edit: Not 20-30 Chaos faction, just missions (various factions) altoghether.

Before the last server update, the droprate was 2-3 Skulls / hour for me.
Now i'm happy to get 4 Skulls per day.
With this drop rate it is not possible for me to finish the event successfully. :/

-edit2- Mh, it seems it was only bad luck.
1 hour = 7 Skulls
