Kind of. There is an interface button that appears as part of the upper right side of your screen when you are on your ship's command deck that give you instant access to his "shop".

Rebus appears to be AWOL again. Can the devs bring him back please?

Edit - Tried going to Ormeus directly but it is locked for my current character. Thought there was supposed to be a way to get to him directly from the bridge but not seeing any way to do that.

From bridge -> right button in low part of your screen - "Mission deployment" -> "Special mission" tab -> "The keeper of the Forge"
