the damage stated is completely irrelevant, as it is a free spell slot. Most psykers use psyhic focus over other types of belt items, but in early game when skills are few, shields items are also good.
Edit. .. to clarify a bit ... the damage value on belt item would improve the overall skill damage, however, focus or grenade or any other belt items, if they are of the same level they all have the same range of this damage value
that value add to all the skills, as far as i know, but the difference is small, and all belt items of the same level have the same value range. ... yet it is the skill of choice that make the most important difference, do you need grenade or do you need an extra buff spell or do you need a shield, the difference is more prominent than that bit of damage changes.
to make it clearer, not only the focus add damage to all skills, the grenade too, shield too, every belt item have a damage value and apply to all skills just the same.
