Perhaps partly a self-fulfilling cycle, but the Imperium is by far the most popular race in 40k, and also the most instantly relateable to any non-40k fan (i.e. a future potential 40k fan that we all started as).
There was a dubious experiment with a xenos race once.
It did not end well.
I am still trying to forget a Tau ship captain ordering 'Away Boarders!' to attack an Imperium Emperor class battleship in glorious boarding combat.
I think I am scarred for life even though I did fight for the Greater Good on Tabletop. There were limits and THAT abomination passed them.
Perhaps 'Gladius-Relics of War' will be different. perhaps not. We shall see.
As for why everything focuses on the Imperium? Because it is the single largest and most powerful force in the galaxy of 40K, that is why.
