Report a translation problem
Go to the HP Omen app and switch GPU from Hybrid (or whatever it is) to 4060 only. It's trying to run the game on iGPU because Windows Update changed something. Also, check for HP software update because this is not optimal considering power use (it's a laptop) but it should allow you to play the game for now.
You can try this first though:
Settings->System->Display->Graphics->Custom Options For Apps
Though I'm not 100% certain if this will override your OEM/HP software, or the other way around. I don't own an Omen laptop, but you are the fourth person with this issue here in the last couple of days. So this is clearly a pattern now: HP Omen and recent Windows update.
If you set an app or a game to High Performance Mode it should force it to run on the discreet GPU while Power Saving will force it to run on iGPU. If a piece of software or game is not on that list you can add it and change the options. It's possible that this is the area of Windows that was changed by the update and caused this problem. It's also possible that HP may have an update for your Omen software.
Edit: when I think about it (I don't have lots of experience with laptops) the second solution would likely be preferable: keep Hybrid in Omen app and force Satisfactory to run in performance mode. This would prevent the laptop from *always* using the 4060 for everything which is not what you want in a laptop. Unless there is HP software update that fixes this.
If Satisfactory is not on that list in Graphics settings then add it:
\Steam\steamapps\common\Satisfactory\FactoryGameSteam.exe
or this one, not sure:
\Steam\steamapps\common\Satisfactory\Engine\Binaries\Win64\FactoryGameSteam-Win64-Shipping.exe
For those who have the same problem, I'll share the exact path. Go to HP Omen Gaming Hub -> Victus Laptop -> Graphics switcher -> Discrete (change hybrid to discret).
