Report a translation problem
I never press Shift-Alt while in the game to start with. Why would I press Shift-Alt in the game? The other language shortcut is Win-Space, by the way. And even if I do (I just tried) my language switches from US EN to PL and the Hotkeys still work because keys 1-0 are the same in US EN and PL layouts. Yet, my hotkeys randomly stop working sometimes.
So that's not it.
It's strange to me that when using the hotbar the game checks not for the key pressed, but for the symbol typed. I've never played an other game that had this issue.
This is a bug that causes hotkeys to be unresponsive. Even if it's not in the way you had hoped.
Alt-Shift didn't fix anything for me. Used the Alt-ScrollWheel to change between hot-bars, but that didn't fix things either.
I think it might be tied to using the Copy-Paste feature. I find using Ctrl+V to paste will often lead to a loss of the hotbar feature.
Just press Shift, release, then Control. release, Alt, release.
It's the same when your hoverpack seems to be stuck going up: press Space and release.
