Did a little testing and it looks like what's happening is that the anti virus is straight up deleting the file on load and then locking the filepath from being edited again, effectively making the verify game fails on steam option not work at all.
What I ended up having to do to fix this issue is to disable the anti virus, then verify the install files, then add an exception for the file specifically (add the full filepath to the file including the file name) to my anti virus, the file being: FactoryGameSteam-Win64-Shipping.exe and then when i turn on the anti virus and run the game again it launches and proceeds as normal.
shoutout to @Paragon for the suggestion. I did not expect the anti virus to straight up delete the file without giving me any info whatsover.
