Win10 is free, for win7/8 owners, so you argument is false.
On desktop with correct driver and already tried shortcut per below. Could be bad update/installation but not reinstalling Windows and who knows which update could be bad, if any...

How? When I went to MS' website it doesn't say free for to me.
Last time I did the upgrade was a clean install, but I just fed it my Windows 7 key either during or after the installation, and it activated just fine. But for the in place upgrade you should be able to just download the media creation tool from here https://www.microsoft.com/en-us/software-download/windows10 and do the upgrade directly. Or the update assistant.
