Report a translation problem
To track down which mod it is, you can remove half of them and see if the issue persists; if it does, then it's one of the remaining mods, and if it doesn't, then it's one of the ones you pulled out. Continue removing/replacing half of the mods until you determine which one is causing the issue, and then leave just that one out and test again to make sure there's not more than one.
Of course, if you only have a few mods, you can just pull them out (or add them in) one at a time... but if you have more than 3-4 mods, that gets tedious really fast.
But just saying I have had it happen to me without mods.
I expect things are going to be a bit crazy on the forums for a few weeks, as people shakedown the new update on the experimental branch and the mod authors are adjusting to the new "normal".
I had the same issue with the tab key a while back. Tab key worked everywhere, but not for opening machines and stuff. Solution was the same as with the Q-key today: restart game. I'm still trying to figure out what triggers it, so I can reproduce and maybe work around it. But the tab-key issue disappeared mysteriously and is now replaced by the Q-key issue... ;)
And then, suddenly, after about 10 minutes, the tab-key starts working again. As if it's temporarily out of order. Very strange.
