I just discovered that windows 11 runs on ARM but I think it has a way to support the CPU.

I only glanced over it but I seen this:
"Windows 10 enables existing unmodified x86 apps to run on Arm devices. Windows 11 adds the ability to run unmodified x64 Windows apps on Arm devices"
that almost sounds like windows 11 has built in way to run x86 software on an ARM CPU
something to look into.,...I didnt dig too deep on this
That capability existed specifically for low powered surface devices and runs a specific sku of Windows not available to the public. Probably won't help here.

You can read some more there. Why do I bring up Linux though? Because one could probably use qemu-user or something to emulate it. (Also because I openly show my bias against Windows for servers because of how terrible it is lol)
Heres an update:
I managed to run the installer and steamcmd using LinuxGSM anda x86 / x86 schroot on aarch64 system, but the server wont start...

at the moment im trying to build qemu from source which also fails for some reason

I dont think its a great idea to upload it to the Docker Hub as the server is guranteed to crash once you select / place Conveyor Belts :(
The community and I are searching for fixes for this specific crash despite everything else working just fine - however with no luck so far :(
If we can somehow manage to fix the conveyor belt issue, i can upload it to the docker hub
