Things of note:
1. Single player save start to finish including tutorial.
2. No other games joined or started in-between.
3. Did complete some out of order if that matters at all.
It's the last achievement for me which is a bummer since I really want that 100%.
Restarting isn't much of an issue though since I like the game and made a messy factory the first time around. But what is kind of an issue is that there's no way to tell if I will run into the same problem again and going by the achievement stats alone is no longer an option (to confirm individual unlocks add on and are counted correctly). I'd rather wish this is fixed before I start over and not having to worry about any of it.
I've done all the hidden achievements and they shouldn't impact this particular achievement at all. It's about getting the in-game milestones done, not a 'you've done all achievements' achievement. The tracker for this achievement wasn't affected by the trophies I got before or after.
A lot was added for the full release, so it's not surprising some things may have bugs. I also had the phase 3 trophy bug out and not get marked as completed but not any of the others and my train phased through me when I was trying to get run over. Best to just report things to help the devs find issues and fix them. Though they can skip fixing the train thing, I'm cool with not being punished for not watching where I stand.
If you played multiplayer that may be the problem. Any milestone completed while a player is offline doesn't count for that player.
I believe the out of order is part of it, cause i did some out of order too, cause for what do you need jumppads if you dont use them? why spend the material? i think thats the problem, doing stuff out of order
