Scrolling Through Equipment is Inconsistent

I've tried changing keybinds from scroll wheel to mouse thumb buttons, then <> keys, same result. It just jumps around randomly. I never know what Equipment my character is gonna be holding. Maybe it needs an option to not switch on KeyDown/MouseDown when you bind to a mouse button/key? Even trying to hold the button and let go when it's on the Equipment I want is pretty random to the point where I put only two items in my five item hand slot so I can hopefully pull out the rebar gun when I need it.

I set the Scrollwheel (Up and Down without CTRL or ALT) to the Hologram rotation. CTRL+Scrollwheel (Up and Down) for the bar at the bottom of the UI. And the Character Equipment to ALT+Scrollwheel (Up and Down). It works most of the time without issues.

There is a known bug where the Alt key gets stuck. Tapping the Alt key by itself once or twice fixes this so the ALT+Scrollwheel works again. (I think maybe the CTRL key gets stuck sometimes as well.)

I am also playing on Update 8.
