Increasing max players on Dedicated server no longer works?

I have updated the Game.ini file properly with the following text:

[/script/engine.gamesession]
MaxPlayers=8

It doesn't work anymore, it just tells the 5th player that the session is full. It still works if I host the game locally, however, and more than 3 people can join me as long as I am running the session myself.

Does anyone know what could be the cause?
