oddly enough i am able to place the belt if i increase the turn angle by 1 (using mouse wheel)
Just tried a similar setup (minus all of the walls belts in the original screenshot) and it's working fine, even with the hover pack.

If I had to guess, it's something to do with your foundations. Very likely that i'm wrong, but that's the best guess I have.
The splitter was attached to a horizontally-angled belt (not dead straight end to end) and may have been slightly inclined (coming from a lift to a pole below the level of the lift, then up again to the next lift), but the splitter had no issues with being placed on the belt. The pole was maybe one notch below the lift at most. The splitter was not on or near the belt pole. There were no questionable contacts (ghost was blue, not yellow).
I ran a belt from the intended target back to the same splitter and had no problem. Same belt, same angle, in the end.

apparently i am now making ICBM's. aned befoore you ask.... yes, they are still on the belt.... but for some reason they are hovering... and huge.
at least now we know where kerbal SRB's are made... - JK...
