For the new dedicated server setup, you use a server password to ensure only your friends join.
If the hosting provider tells you to create a single player file first and then upload, then I do not think they are using the new dedicated server setup, but rather the old way of "hosting" a single player game for you.
Did they tell you to upload a single player file with the friends only flag or did you assume you need to do this?
The fact that you can connect means it is not a port forwarding issue. Double check that he is using the same IP AND port that you are using.
The only thing I can suggest you try to eliminate the above, is to make a backup of your file and create a new game in the server manager and see if he can connect. If he can, then it is something with the save...if not, he has a network problem
This might be a weird thing to try, but before you do the above, give him the admin password to authenticate with...just to go through authentication with another password...or change the server password
