Is your graphics driver up to date? Try reinstalling it.
I am not in front of my pc, and I can't recall if there is a max fps setting...if not, I do know there is a console command that sets it...just ask google
My graphics drivers up too date. I will try changing my API, I know I tried fiddling with it when changing my settings but I remember fiddling because of the Artefacting. But idk I will try. thank you regardless.

Just FYI; Up-to-date driver is NOT always the best as they can introduce new bugs. I never update my drivers unless they specially fix a persistent problem, usually on very new hardware. On my computers I still use ages old drivers. There's an old saying; if it ain't broken don't fix it.
