Electromagnetic control rods?

I'm having issues being able to produce the electromagnetic control rods, I'm in phase 4 and am doing the particle enrichment milestone. It's asking me to make 400 of these things and It won't let me make them at the craft bench or the assembler like it says I should be able to do. Does anyone know a work around this? Thanks in advance.

First off are you sure you have the correct materials? It's the only reason I would know of for it not letting you make them. Either that or not enough materials.

Stators (x3), and AI Limiter (x2) are the mats, you aren't trying to use circuit boards are you?

Do you have the nuclear milestone unlocked?
Did you check if you can buy them in the awesome shop?
