Closed my "To Do" list and can't figure out how to open and edit it again
How do I bring up the editor to change the To Do list I wrote for myself?

Open the build menu, move your mouse to right hand side of the screen and To Do List will open up.

Open inventory, then run your cursor over the right side of the screen.

its not very usable is it!

The method I'd been using is Q (build), click + on an item and add to to do list and that makes it open, then I'd remove the item from the to do list but could access the notes.

Its actually really useful until i get my bases more established and do my todo list on signs instead.

Are you talking about the Steam notepad? (Which is awesome, IMO.)

Shift+Tab opens the Steam overlay, and 'Notes' is the third button -- which looks like a pencil.

I figured that out later too but there must be a proper way, the keybind section doesnt seem to have it.

It's the in game To Do list, I couldnt think of it earlier, was having a senior moment.
