Any chance you can give coords? With the 1.0 update, the map has changed and the wiki is no longer up to date.

its in a cave behind a waterfal, under a lake, directly under a hard drive in that lake. next to a yellow slug.

kind of in the southwest of the map. there are a bunch of coal nodes next to the lower lake. high cliffs around it.

It's true.
I built my 96 Coal Gen Facility near that cave.

Tapes scattered throughout the map - just have to go exploring to find im.
